VISTO el EX-2024-48871524-APN-SGS#INCAA del Registro del INSTITUTO NACIONAL DE CINE Y ARTES AUDIOVISUALES, la Ley N°17.741 (t.o. 2001) y sus modificatorias, los Decretos Nº 1536 de fecha 20 de agosto de 2002, N° 202 de fecha 28 de febrero de 2024, y la Resolución INCAA N° 62-E de fecha 18 de abril de 2024, y;

CONSIDERANDO:

Que la Ley N° 17.741 (t.o. 2001) y sus modificatorias, dispone que el INSTITUTO NACIONAL DE CINE Y ARTES AUDIOVISUALES tendrá a su cargo el Fomento y la regulación de la actividad cinematográfica en todo el territorio de la República y en el exterior en cuanto se refiere a la Cinematografía Nacional.

Que dentro de las medidas de fomento previstas por el artículo 3° inciso a) de la Ley 17.741 (T.O.) y sus modificatorias, se encuentra la de auspiciar concursos y establecer premios, en tanto el artículo 24 inciso n) de las normas citadas, faculta a aplicar sumas del Fondo de Fomento Cinematográfico al cumplimiento de las actividades que, en cumplimiento de la Ley aludida deben ejecutarse a fin de desarrollar la cinematografía y las artes audiovisuales argentinas.

Que el INSTITUTO NACIONAL DE CINE Y ARTES AUDIOVISUALES tiene a su cargo la realización del FESTIVAL INTERNACIONAL DE CINE DE MAR DEL PLATA.

Que el FESTIVAL INTERNACIONAL DE CINE DE MAR DEL PLATA se encuentra acreditado en la Federación Internacional de Asociaciones de Productores Cinematográficos (FIAPF).

Que resulta pertinente aprobar el reglamento de la 39° Edición del FESTIVAL INTERNACIONAL DE CINE DE MAR DEL PLATA, en donde se establecen las condiciones de la convocatoria.

Que la convocatoria de películas se publicará en la página Web del FESTIVAL INTERNACIONAL DE CINE DE MAR DEL PLATA.

Que la SUBGERENCIA DE GESTIÓN INSTITUCIONAL E INTERNACIONAL y la GERENCIA DE ASUNTOS LEGALES del Organismo han tomado la intervención que les compete.

Que la presente medida se dicta en uso de las atribuciones conferidas por la Ley N°17.741 (t.o. 2001) y modificatorias, y los Decretos N° 1536/2002 y N° 202/2024.

Por ello,

EL PRESIDENTE DEL INSTITUTO NACIONAL DE CINE Y ARTES AUDIOVISUALES

RESUELVE:

ARTÍCULO 1º.- Aprobar el reglamento de la 39º Edición del FESTIVAL INTERNACIONAL DE CINE DE MAR DEL PLATA, que obra como Anexo identificado bajo el IF-2024-50378860-APN-SGIEI#INCAA, y forma parte integrante de la presente Resolución, a llevarse a cabo en la Ciudad de Mar del Plata, Provincia de Buenos Aires, desde el día 21 de noviembre hasta el día 1 de diciembre de 2024 inclusive.

ARTÍCULO 2º.- Disponer que la convocatoria de la 39 º Edición del FESTIVAL INTERNACIONAL DE CINE DE MAR DEL PLATA se encontrará abierta desde el día 20 de mayo del 2024 hasta el día 30 de junio del 2024.

ARTÍCULO 3º.- Regístrese, comuníquese, notifíquese, publíquese, dese a la DIRECCIÓN NACIONAL DEL REGISTRO OFICIAL y archívese.

REGLAMENTO

39° FESTIVAL INTERNACIONAL DE CINE DE MAR DEL PLATA

ARTÍCULO 1°

Producido por el Instituto Nacional de Cine y Artes Audiovisuales (INCAA) y acreditado por la Fédération Internationale des Associations de Producteurs de Films (FIAPF), el 39° Festival Internacional de Cine de Mar del Plata se llevará a cabo en forma presencial en dicha ciudad, del 21 de noviembre al 01 de diciembre de 2024. Este festival tiene como objetivo estimular y facilitar encuentros entre integrantes de la cinematografía nacional e internacional y presentar películas de todos los géneros, acompañadas por sus representantes, para contribuir al desarrollo de la cultura y al progreso y difusión de la industria audiovisual

ARTÍCULO 2°

La inscripción de películas en todas las categorías está abierta a las producciones de largo, medio y cortometraje, nacionales e internacionales, de todos los géneros.

Las producciones deben haber sido terminadas durante los 12 (doce) meses anteriores a las fechas del inicio del Festival.

No podrán participar aquellas películas o proyectos que estén vinculados con algún miembro de la organización o del equipo de programación del Festival.

A continuación, se detallan los aranceles de inscripción según categoría:


Cabe aclarar que, en el año 2024, las producciones nacionales se verán beneficiadas por una bonificación del CUARENTA POR CIENTO (40%) sobre el valor total de los aranceles declarados anteriormente. Por ello, los valores finales para las producciones nacionales a transferir serán los siguientes:


El pago de dichos aranceles se realizará en el momento de la inscripción, desde el sitio web oficial del Festival y es condición necesaria para que el proceso quede debidamente cumplimentado.

ARTÍCULO 3°

La 39° edición del Festival Internacional de Cine de Mar del Plata incluirá la Competencia Internacional de Largometrajes, la Competencia Latinoamericana de Largometrajes, la Competencia Argentina de Largometrajes, las Competencias de Cortometrajes Latinoamericana y Argentina, la Competencia Estados Alterados y la Competencia En tránsito para producciones latinoamericanas en progreso. Ello, además de distintas secciones paralelas y eventos especiales.

ARTÍCULO 4°

Cada película podrá tener hasta 5 (cinco) proyecciones, incluyendo una adicional para la prensa, si así lo decidieran las autoridades del Festival.

Una vez comunicada por el Festival la selección de una película y prestada su conformidad por escrito por el productor o su representante, aquella no podrá ser retirada. Su productor o el representante designado deberá remitir los materiales de la película y promocionales que se le soliciten antes de la fecha límite, conforme a lo indicado en el ANEXO I de este Reglamento. Esos materiales se utilizarán para el catálogo, la página web, la prensa, la publicidad y la difusión de la participación de la película en el Festival.

Las películas se presentarán en idioma original, subtituladas al inglés, con subtítulos electrónicos en español. Solo las autoridades del Festival podrán decidir acerca de la presentación fuera de estas normas.

Las películas programadas en cualquiera de las secciones no podrán ser estrenadas comercialmente en Argentina hasta finalizado el Festival.

Tampoco podrán ser exhibidas públicamente en otros ámbitos que no sean los del marco del Festival, salvo que suscriban acuerdos con el Instituto Nacional de Cine y Artes Audiovisuales (INCAA) para proyecciones en otras salas cinematográficas del país o para su emisión a través de Cine.ar y Cine.ar Play. Solo las autoridades del Festival podrán decidir acerca de la presentación fuera de estas normas.

ARTÍCULO 5°

Para presentar una película a la selección del Festival, es necesario realizar el pago correspondiente y completar los pasos detallados a continuación:

a) Completar Ficha de Inscripción Online.

b) Enviar un link de descarga cuya contraseña será válida hasta el 22 de noviembre de 2024. Los links de las películas inscriptas deberán contar obligatoriamente con la opción de descarga para ser visionadas por el Comité Seleccionador del Festival. Se recomienda un máximo de 2GB. Su uso será estrictamente interno.

La inscripción para todas las categorías se abre el día 20 de mayo de 2024 y se cierra el 30 de junio del mismo año.

Las oficinas del Festival se encuentran ubicadas en Avenida Belgrano 1586, Piso 11 (CP 1093), Ciudad de Buenos Aires, Argentina. Esta información se da a conocer a los efectos que pudieran corresponder, más se deja expresamente aclarado que todo el proceso de inscripción será exclusivamente online.

Al concluir el proceso de selección, el Festival notificará a todos los films recibidos el resultado del proceso.

ARTÍCULO 6°

El equipo de programación recomendará a las autoridades del Festival las películas que, a entender de sus integrantes, corresponde elegir para formar parte de esta edición del Festival. Las autoridades decidirán en base a esa propuesta, seleccionando las obras que responden al objetivo del Festival y revisten valores artísticos relevantes y/o renovadores, con el fin de conformar una Sección Oficial compatible con los requerimientos de un Festival Internacional Competitivo, acreditado por la Fédération Internationale des Associations de Producteurs de Films (FIAPF).

ARTÍCULO 7°

Las autoridades del Festival designarán a los integrantes de los jurados de cada competencia. El Presidente del Festival, o su representante, podrán estar presentes durante las deliberaciones del Jurado, pero no formarán parte de ellas ni tendrán voto alguno. Las decisiones se tomarán por mayoría absoluta en los dos primeros escrutinios y por mayoría relativa en los siguientes. No podrá ser jurado quien tenga cualquier tipo de interés en la producción o explotación de una película en concurso. Los miembros del Jurado se comprometen firmemente a no expresar públicamente sus opiniones respecto de las películas sometidas a su consideración antes de la proclamación oficial de los premios

ARTÍCULO 8°

COMPETENCIA OFICIAL INTERNACIONAL

Participan películas nacionales e internacionales de largometraje. Las producciones deben haber sido terminadas durante los 12 (doce) meses anteriores a las fechas del inicio del Festival, deben ser estreno en el territorio de la República Argentina y no haber tenido ningún tipo de exhibición pública en nuestro país. De ser seleccionadas, no podrán ser exhibidas en otro ámbito hasta la finalización de sus proyecciones en el Festival, a menos que la organización así lo disponga.

Las películas que hayan competido en festivales fuera de Argentina, anteriores a la fecha de selección para su presentación en Mar del Plata, no están invalidadas para integrar la Competencia.

Las copias a proyectarse deben tener obligatoriamente subtítulos en inglés.

Se otorgarán los siguientes premios:

al Mejor Largometraje;

Premio Especial del Jurado;

a la Mejor Dirección;

a la Mejor Interpretación;

al Mejor Guión.

El Jurado podrá otorgar hasta 2 (dos) Menciones Especiales, indicando la motivación que hace merecedoras de esas menciones a quienes las obtengan. Podrá otorgarse un solo premio ex aequo, que no podrá ser el de Mejor Película. Ninguna película podrá recibir más de 2 (dos) premios, así como ningún premio podrá ser declarado desierto.

ARTÍCULO 9°

COMPETENCIA LATINOAMERICANA DE LARGOMETRAJES

Participan películas de producción y coproducción latinoamericana, que deben haber sido terminadas durante los 12 (doce) meses anteriores a las fechas del inicio del Festival, ser estreno en el territorio de la República Argentina y no haber tenido ningún tipo de exhibición pública en nuestro país.

De ser seleccionadas, no podrán ser exhibidas en otro ámbito hasta la finalización de sus proyecciones en el Festival, a menos que la organización así lo disponga.

Las películas que hayan competido en festivales fuera de Argentina, anteriores a la fecha de selección para su presentación en Mar del Plata, no están invalidadas para integrar la Competencia.

Las copias a proyectarse deben ser presentadas con subtítulos en inglés.

El jurado otorgará el premio al Mejor Largometraje de la Competencia Latinoamericana, que no podrá ser declarado desierto. Podrá, asimismo, realizar hasta 2 (dos) Menciones Especiales.

ARTÍCULO 10°

COMPETENCIA ARGENTINA DE LARGOMETRAJES

Participan películas de producción argentina. Las producciones deben haber sido terminadas durante los 12 (doce) meses anteriores a las fechas del inicio del Festival, deben ser estreno en el territorio de la República Argentina y no haber tenido ningún tipo de exhibición pública en nuestro país.

De ser seleccionadas, no podrán ser exhibidas en otro ámbito hasta la finalización de sus proyecciones en el Festival, a menos que la organización así lo disponga.

Las películas que hayan competido en festivales fuera de Argentina, anteriores a la fecha de selección para su presentación en Mar del Plata, no están invalidadas para integrar la Competencia.

Las copias a proyectarse deben ser presentadas con subtítulos en inglés.

El jurado otorgará 1 (un) premio al Mejor Largometraje de la Competencia Argentina y 1 (un) premio a la Mejor Dirección. Ningún premio podrá ser declarado desierto y podrán otorgarse hasta 2 (dos) menciones especiales.

ARTÍCULO 11°

COMPETENCIAS ARGENTINA Y LATINOAMERICANA DE CORTOMETRAJES

(1) Competencia Argentina de Cortometrajes.

Participan películas de producción y coproducción argentina. Las producciones deben haber sido terminadas durante los 12 (doce) meses anteriores a las fechas del inicio del Festival, deben ser estreno en el territorio de la República Argentina y no haber tenido ningún tipo de exhibición pública en nuestro país.

De ser seleccionadas, no podrán ser exhibidas en otro ámbito hasta la finalización de sus proyecciones en el Festival, a menos que la organización así lo disponga.

Las películas que hayan competido en festivales fuera de Argentina, anteriores a la fecha de selección para su presentación en Mar del Plata, no están invalidadas para integrar la Competencia.

Las copias a proyectarse deben ser presentadas con subtítulos en inglés. Los cortometrajes no podrán superar los 30 (treinta) minutos, incluyendo títulos de créditos.

El jurado otorgará 1 (un) premio al Mejor Cortometraje de la Competencia Argentina.

(2) Competencia Latinoamericana de Cortometrajes.

Participan películas de producción y coproducción latinoamericana. Las producciones deben haber sido terminadas durante los 12 (doce) meses anteriores a las fechas del inicio del Festival, deben ser estreno en el territorio de la República Argentina y no haber tenido ningún tipo de exhibición pública en nuestro país.

De ser seleccionadas, no podrán ser exhibidas en otro ámbito hasta la finalización de sus proyecciones en el Festival, a menos que la organización así lo disponga.

Las películas que hayan competido en festivales fuera de Argentina, anteriores a la fecha de selección para su presentación en Mar del Plata, no están invalidadas para integrar la Competencia.

Las copias a proyectarse deben ser presentadas con subtítulos en inglés.

Los cortometrajes no podrán superar los 30 (treinta) minutos, incluyendo títulos de créditos.

El jurado otorgará 1 (un) premio al Mejor Cortometraje de la Competencia Latinoamericana.

ARTÍCULO 12°

COMPETENCIA ESTADOS ALTERADOS

Participan películas nacionales e internacionales de largometraje, mediometraje y cortometraje que exploren nuevas formas narrativas y lenguajes cinematográficos innovadores.

Deben haber sido terminadas durante los 12 (doce) meses anteriores a las fechas del inicio del Festival, deben ser estreno en el territorio de la República Argentina y no haber tenido ningún tipo de exhibición pública en nuestro país.

De ser seleccionadas, no podrán ser exhibidas en otro ámbito hasta la finalización de sus proyecciones en el Festival, a menos que la organización así lo disponga.

Las películas que hayan competido en festivales fuera de Argentina, anteriores a la fecha de selección para su presentación en Mar del Plata, no están invalidadas para integrar la Competencia.

Las copias a proyectarse deben ser presentadas con subtítulos en inglés.

El Jurado otorgará 1 (un) premio a la Mejor Película Competencia Estados Alterados, que no podrá ser declarado desierto, y podrá realizar 1 (una) Mención Especial.

ARTÍCULO 13°

COMPETENCIA EN TRÁNSITO / WORK IN PROGRESS (WIP)

Pueden participar proyectos de largometraje de producción y coproducción argentina y latinoamericana en proceso de realización. Se encuentra abierto a películas de ficción, documentales y experimentales. Para inscribirse es necesario:

1) Completar la Ficha de Inscripción Online.

2) Enviar un link de descarga con imágenes del proyecto (sin límite de duración). Para los trabajos seleccionados, la duración del fragmento a exhibir durante el Festival no puede superar los 10 (diez) minutos. Los links de las películas inscriptas deberán contar obligatoriamente con la opción de descarga para ser visionadas por el equipo de programación del Festival. Se recomienda un máximo de 2GB. Su uso será estrictamente interno.

Adjuntar archivo en formato Word o PDF con la siguiente información: -Título del proyecto.

-Nombre y apellido del director o directora.

-Nombre y apellido del productor o productora.

-Datos de contacto del proyecto (teléfono, dirección de correo electrónico).

-Información técnica (género, duración, formato de rodaje).

-Sinopsis (máximo de 1 página).

-Tratamiento (máximo de 10 páginas). El guión no reemplaza el tratamiento y solo debe ser enviado en caso de ser solicitado.

-Carta de intención del director o directora sobre su proyecto.

-Biofilmografía del director o directora y del productor o productora.

-Estado de producción del proyecto.

Un comité integrado por programadores del Festival seleccionará los proyectos participantes.

El jurado otorgará 1 (un) premio En Tránsito al mejor trabajo en proceso.

ARTÍCULO 14°

Una vez programada una película y prestada su conformidad por escrito por el productor o su representante, aquella no podrá ser retirada del Festival.

14.1. Los/Las productores/as y distribuidores/as de aquellas películas que integran las Competencias se comprometen a incluir en toda su publicidad y material de prensa la frase “Selección Oficial del Festival Internacional de Cine de Mar del Plata”, utilizando el logotipo del Festival.

14.2. Los/Las productores/as y distribuidores/as de aquellas películas que obtengan premios se comprometen a destacarlos en toda su publicidad y material de prensa, utilizando el logotipo del Festival.

14.3. Este logotipo estará disponible en la página web del Festival

14.4. Todo premio otorgado que no sea recibido en la Ceremonia de Clausura podrá ser retirado en las oficinas del Festival, en la Ciudad Autónoma de Buenos Aires (o donde y como se indique según las circunstancias), hasta un mes después de finalizado el evento.

ARTÍCULO 15°

El Festival cubre los costos de almacenaje y seguro de las copias mientras estén dentro de los límites oficiales del Festival. El Festival no asumirá gastos aduaneros de exportación e importación de las copias en su país de origen. En caso de deterioro de una copia o cualquier otro reclamo, éste deberá llegar al Festival hasta un mes después de la fecha de envío efectuada por el Festival, como fecha límite. La responsabilidad del Festival no superará el costo de una nueva copia, según las tarifas en vigor en los laboratorios para una copia standard.

ARTÍCULO 16°

No se admitirán películas que participen en plataformas de VOD, a excepción de aquellos casos en los que sea de uso estrictamente profesional y con acceso restringido. El Festival se reserva el derecho de evaluar cada caso en particular.

ARTÍCULO 17°

La Presidencia y la Dirección Artística del Festival resolverán todo asunto no contemplado en el presente Reglamento, como así también se reservan la facultad para tomar decisiones respecto a la inscripción.

Asimismo, velarán por el cumplimiento al reglamento de la Fédération Internationale des Associations de Producteurs de Films (FIAPF).

ARTÍCULO 18°

El Festival trabaja para lograr la mayor accesibilidad en todos sus contenidos. A estos efectos, las películas argentinas seleccionadas en cualquiera de las secciones señaladas en este reglamento deberán acompañar un archivo con la lista de diálogos en español.

ARTÍCULO 19°

La presentación de una película o proyecto para participar en el Festival Internacional de Cine de Mar del Plata implica por parte de los interesados la aceptación de este Reglamento. El Festival se reserva el derecho de modificar la composición de todas las competencias y secciones, de acuerdo a sus necesidades.

ANEXO I DEL REGLAMENTO:

REQUERIMIENTOS TÉCNICOS

La copia de proyección de la película seleccionada debe ser entregada en formato DCP a la dirección indicada por la organización del Festival, antes del 22 de octubre de 2024, respetando los requerimientos técnicos solicitados. La presentación en otros formatos requiere la autorización del Festival.

Las/os interesados en participar del Festival deberán completar los siguientes pasos:

Completar la ficha y el correspondiente pago de inscripción en la página web del Festival: https://www.mardelplatafilmfest.com/

Enviar un link de descarga de hasta 2G cuya contraseña sea válida hasta el 01 de diciembre de 2024.

Comprometerse a aceptar las decisiones emanadas del INCAA a través de los funcionarios y jurados designados para la evaluación de estas cuestiones técnicas

La inscripción en todas las secciones cerrará el 30 de junio de 2024.

FORMATOS

Solo se aceptarán DCP compatibles con normas DCI.

No se aceptarán discos con conexionado USB 2.0.

La presentación en otros formatos requiere la autorización expresa del Departamento Técnico del Festival. El nombre del DCP debe estar bajo los parámetros del Digital Cinema Naming Convention. Cada disco DCP debe entregarse en una valija contenedora correspondiente para evitar que resulte dañado. El formateo de disco debe ser EXT2 o EXT3. También aceptamos NTFS. No se aceptarán otros sistemas de archivos. KDM: El encriptado es opcional. El Festival maneja una gran cantidad de contenido DCP que no requiere KDM. Para cada DCP encriptado, solicitamos una KDM (Key Delivery Message). Esta debe tener validez desde el día en que el DCP llega y debe mantenerse operativa hasta el último día del Festival.

JPEG 2000 / ESPACIO DE COLOR: XYZ / El máximo bit rate soportado en JPEG 2000 es de 250Mbps. El frame rate soportado en 2D es de 24cps, 25cps y 48cps, y en 3D es de 24cps. El material en 2K o 4K es reproducido en escaneo progresivo 2048 x1080. Los tipos de archivos de subtítulos soportados son TICineCanvasTM y SMPTE 428-7-2007.

REGULATIONS

39TH MAR DEL PLATA INTERNATIONAL FILM FESTIVAL

ARTICLE 1

Organised by the Instituto Nacional de Cine y Artes Audiovisuales (INCAA) of Argentina and accredited by the International Federation of Film Producers Association (FIAPF), the 39th Edition of the Mar del Plata International Film Festival will be held on-site in said city, from November 21 to December 01, 2024. The Festival’s objective is to stimulate and facilitate meetings among members of the national and international cinematographic community and to present films of all genres, accompanied by their representatives, in order to contribute to the development of culture and the progress and diffusion of the audiovisual industry.

ARTICLE 2

Submission of films in all categories is free and open to national and international feature length, medium length, and short films of all genres.

The productions must have been finished within 12 (twelve) months prior to the beginning of the Festival.

Films or projects that are linked to any member of the Festival's organization or programming team are not eligible to participate.

Entry fees according to category:


In 2024, national productions will benefit from a FORTY PERCENT (40%) bonus on the total value of the previously declared fees. Therefore, the final values for national productions to be transferred will be as follows:


The payment of these fees must be made at the time of registration, through the Festival's official website, and constitutes a necessary condition for the process to be fully completed.

ARTICLE 3

The 39th edition of the Mar del Plata International Film Festival will include International Feature Film Competition, the Latin American Feature Film Competition, the Argentine Feature Film Competition, the Argentine and Latin American Short Film Competition, the Altered States Competition and the En Tránsito (Work-in-Progress) Competition for Latin American productions in process; as well as various parallel sections and special events.

ARTICLE 4

Each film will have a maximum of five (5) projections, including an additional press screening, in the case that this is decided by the Festival authorities.

Once the Festival has communicated the selection of a film, after receiving the producers' or representatives' acceptance in writing, the film cannot be withdrawn from the festival. Its producer or designated representative must send the film, and other related materials, including promotional materials, requested by the Festival, before the deadline, as indicated in “ANNEX I” of the Regulations. These materials will be used for the catalog and official website, as well as for press, publicity and communication about the film’s participation in the Festival.

Films will be presented in their original language with English subtitles, plus digital subtitles in Spanish. Only the Festival authorities may decide upon any presentations outside of these rules.

Films program in any of the Festival’s section must not have had a commercial premiere in Argentina before the Festival has finished. Neither may they be shown publicly in other venues other than those of the Festival, unless they subscribe agreements with the Instituto Nacional de Cine y Artes Audiovisuales (INCAA) for screenings in other movie theaters in the country or for broadcasting through Cine.ar and Cine.ar Play. Only the Festival authorities will be able to decide about the presentation outside these rules.

ARTICLE 5

In order to present a film for Festival selection, it is necessary to the following steps as detailed below:

a) Complete the Online Entry Form.

b) Send a downloadable link with a password that is valid until December 01, 2024. Links to submitted films must, by obligation, have the option of being downloaded so that they may be viewed by the Festival’s Selection Committee. We recommend a maximum size of 2GB. Its use will be strictly internal.

Inscription for all categories opens on May 20, 2024 and closes on June 30 of the same year.

The Festival offices are located at Avenida Belgrano 1586, 11th floor (CP 1093), Ciudad Autonoma de Buenos Aires, Argentina. This information is disclosed for the purposes that may apply, but it is expressly clarified that the entire registration process will be exclusively online.

Once the selection process has ended, the Festival will update the status of each film, regardless if they are selected or not.

ARTICLE 6

The Festival’s programming team will recommend to the authorities the films that, according to the understanding of its members, should be selected to form part of this edition of the Festival. The Presidency and Artistic Direction will decide based upon this proposal, selecting the films that are in line to the Festival’s objectives and reveal relevant and refreshing artistic values, with the objective of creating an Official Selection that is compatible with the requirements of an International Competitive Festival accredited by the International Federation of Film Producers Association (FIAPF).

ARTICLE 7

The Festival authorities will designate the members of the Jury for each competition. The President of the Festival, or his representative, may be present during the deliberations of the Jury, but will not be part of them and will not have any vote. Decisions will be made by absolute majority in the first two ballots and by relative majority in the following ballots. Any person having any interest in the production or exploitation of a film in competition may not be a member of the Jury. The members of the Jury firmly undertake not to express publicly their opinions regarding the films submitted for their consideration before the official announcement of the awards.

ARTICLE 8

OFFICIAL INTERNATIONAL COMPETITION

Argentine and international feature length films may participate. The productions must have been finished within 12 (twelve) months before the beginning date of the Festival. Their screening at the Festival must be a premiere with the territory of the Argentine Republic and they must not have had any kind of public exhibition in Argentina. Upon being selected to participate in the Festival, they must not be exhibited in any other places until after all of their screenings at the Festival, unless otherwise determined by the organization.

Films that have competed in festivals outside of Argentina before the date of selection for their presentation at Mar del Plata are not invalidated from participating in the Competition.

The copies to be screened must be presented with English subtitles.

The following awards will be given:

Best Feature Length Film;

Special Jury Award;

Best Direction;

Best Acting;

Best Script.

The Jury may award up to 2 (two) Special Mentions, having to indicate the reason that these special mentions are deserved. The Jury will give only one award ex aequo, except for Best Feature Length Film. No film may receive more than 2 (two) awards, and no category may be declared without a winner.

ARTICLE 9

LATIN AMERICAN FEATURE FILM COMPETITION

The competition will consist of Latin American productions and co-productions that must have been finished within 12 (twelve) months before the beginning date of the Festival. Their screening in the Festival must be a premiere with the territory of the Argentine Republic and they must not have had any kind of public exhibition in Argentina.

Upon being selected to participate in the Festival, they must not be exhibited in any other places until after all of their screenings in the Festival, unless otherwise determined by the organization.

Films that have competed in festivals outside of Argentina before the date of selection for their presentation at Mar del Plata are not invalidated from participating in the Competition.

The copies to be screened must be presented with English subtitles.

The jury must declare a winner for the Best Feature Length Film in the Latin American Competition. They may also award up to 2 (two) Special Mentions.

ARTICLE 10

ARGENTINE FEATURE FILM COMPETITION

The films must be Argentine productions. They must have been finished within 12 (twelve) months before the beginning date of the Festival. Their screening in the Festival must be a premiere with the territory of the Argentine Republic and they must not have had any kind of public exhibition in Argentina.

Upon being selected to participate in the Festival, they must not be exhibited in any other places until after all of their screenings in the Festival, unless otherwise determined by the organization.

Films that have competed in festivals outside of Argentina before the date of selection for their presentation at Mar del Plata are not invalidated from participating in the Competition.

The copies to be screened must be presented with English subtitles.

The jury will give 1 (one) award for the Best Feature Length Film in the Argentine Competition and 1 (one) award for Best Direction. No category may be declared without a winner, and the jury may also award up to 2 (two) Special Mentions.

ARTICLE 11

ARGENTINE AND LATIN AMERICAN SHORT FILM COMPETITIONS

(1) Argentine Short Film Competition

The competition will consist of Argentine productions and co-productions that must have been finished within 12 (twelve) months before the beginning date of the Festival. Their screening in the Festival must be a premiere with the territory of the Argentine Republic and they must not have had any kind of public exhibition in Argentina.

Upon being selected to participate in the Festival, they must not be exhibited in any other places until after all of their screenings in the Festival, unless otherwise determined by the organization.

Films that have competed in festivals outside of Argentina before the date of selection for their presentation at Mar del Plata are not invalidated from participating in the Competition.

The copies to be screened must be presented with English subtitles.

Short films may not be longer than 30 (thirty) minutes, including credits.

The jury will give 1 (one) award to the best Short Film in the Argentine Competition.

(2) Latin American Short Film Competition

The competition will consist of Latin American productions and co-productions that must have been finished within 12 (twelve) months before the beginning date of the Festival. Their screening at the Festival must be a premiere with the territory of the Argentine Republic and they must not have had any kind of public exhibition in Argentina.

Upon being selected to participate in the Festival, they must not be exhibited in any other places until after all of their screenings in the Festival, unless otherwise determined by the organization.

Films that have competed in festivals outside of Argentina before the date of selection for their presentation at Mar del Plata are not invalidated from participating in the Competition.

Short films may not be longer than 30 (thirty) minutes, including credits.

The jury will give 1 (one) award to the best Short Film in the Latin American Competition.

ARTICLE 12

ALTERED STATES COMPETITION

National and international feature length, medium length and short films that explore new forms of narratives and innovative cinematographic languages may participate in this section.

To participate in the competition, films must have been finished within 12 (twelve) months before the beginning date of the Festival. Their screening at the Festival must be a premiere with the territory of the Argentine Republic and they must not have had any kind of public exhibition in Argentina.

Upon being selected to participate in the Festival, they must not be exhibited in any other places until after all of their screenings.

The copies to be screened must be presented with English subtitles.

Films that have competed in festivals outside of Argentina before the date of selection for their presentation at Mar del Plata are not invalidated from participating in the Competition.

The copies to be screened must be presented with English subtitles.

The jury will give 1 (one) award for the Best Film in the Altered States Competition; a winner must be declared in the category. The jury may also award 1 (one) Special Mention.

ARTICLE 13

“EN TRÂNSITO” (WORK-IN-PROGRESS)

National and Latin American productions and co-productions feature length film projects that are still in the production may participate in this section. The call is open to fiction, documentary and experimental films.

In order to submit a project, the following is required:

1) Complete the Online Entry Form.

2) Provide a download link with images of the project (unlimited duration). For the selected works, the duration of the fragment to be exhibited during the Festival cannot exceed 10 (ten) minutes. The links of the submitted films must include the download option to be viewed by the Festival's programming team. A maximum of 2GB is recommended. Its use will be strictly internal.

3) Attach a Word or PDF file with the following information:

-Project title.

-Director's name and surname.

-Name and surname of the producer.

Contact information of the project (telephone, e-mail address).

-Technical information (genre, duration, shooting format).

-Synopsis (maximum 1 page).

-Treatment (maximum of 10 pages). The script does not replace the treatment and should only be sent if requested.

-Letter of intent from the director about his/her project.

-Biofilmography of the director and producer.

-Production status of the project.

A committee composed of Festival programmers will select the participating projects.

The jury will give 1 (one) En Tránsito award to the best work in progress.

ARTICLE 14

Once programmed, after receiving the producers' or representatives' acceptance in writing, the film cannot be withdrawn from the festival.

14.1. The producers and distributors of the films in Competitions commit to including in all their advertising and press materials the phrase “Official Selection of the Mar del Plata International Film Festival”, using the Festival’s logo.

14.2. Producers and distributors of those films that win awards commit to highlighting the awards in all their advertising and press materials, using the Festival’s logo.

14.3. The logo will be available on the Festival webpage.

14.4. All awards that are not received at the Closing Ceremony can be picked up from the Festival offices in the City of Buenos Aires (or wherever is indicated according to the circumstances) up to one month after the completion of the event.

ARTICLE 15

The Festival will cover costs of storage and insurance of copies during the official period of the Festival. The Festival will not cover customs costs for exporting or importing copies in the country of origin. In case of deterioration of a copy, grievances / claims must be sent within one month of the date the film was sent. The Festival’s responsibility will not be greater than the cost of a new copy, according to standard costs for a standard copy from a laboratory.

ARTICLE 16

The Festival will not accept films that have been exhibited on VOD platforms with the exception of those restricted to professional use. The Festival reserves the right to evaluate each case.

ARTICLE 17

The Presidency and the Artistic Direction of the Festival shall resolve all matters not contemplated in these Rules and Regulations, as well as reserve the right to make decisions regarding the inscription.

They shall also ensure compliance with the regulations of the Fédération Internationale des Associations de Producteurs de Films (FIAPF).

ARTICLE 18

The Festival aims to achieve the greatest accessibility in all its contents. To this end, the Argentine films selected in any of the sections indicated in these regulations must include a file with the list of dialogues in Spanish.

ARTICLE 19

The submission of a film or project to participate in the Mar del Plata International Film Festival implies the acceptance of these Regulations. The Festival reserves the right to modify the composition of all competitions and sections, according to its needs.

ANNEX I OF THE REGULATIONS

TECHNICAL REQUIREMENTS

The screening copies of selected films must be delivered in a DCP format to the address indicated by the Festival organization, before October 22, 2024, respecting the requested technical requirements. Presentation in other formats requires the Festival authorization. Those interested in participating in the Festival must complete the following steps:

a) Complete the Entry Form on the Festival webpage. https://www.mardelplatafilmfest.com/

b) Send a downloadable link of 2 GB with a password that is valid through December 01,2024.

c) Agree to accept the decisions issued by INCAA through its members and juries appointed for the evaluation of these technical issues.

d) Application for all sections will close on June 30, 2024.

FORMATS

Only DCP that are compatible with DCI norms will be accepted.

Disks with USB 2.0 connections will not be accepted.

Submission in other formats requires the express authorization of the Festival's Technical Department. DCP naming must be under the parameters of the Digital Cinema Naming Convention. Each DCP disk must be delivered in an appropriate durable case to avoid damage. The storage partition format must be EXT2 or EXT3, though NTFS is also accepted. No other file systems will be accepted. KDM (Key Delivery Message): encryption is optional. The festival handles a large quantity of DCP content that does not require KDM. For each encrypted DCP, we request a KDM. The KDM should be valid from the day the DCP arrives and should remain operative through to the last day of the Festival.

JPEG 2000 / COLOR SPACE: XYZ / The maximum bit rate supported in JPEG 2000 is 250 Mbps. Frame rate supported in 2D: 24 fps, 25 fps and 48 fps. Frame rate supported in 3D: 24 fps. Material in 2K or 4K is played in progressive scan 2048 x 1080. Subtitle file types supported: TICineCanvas TM and SMPTE 428-7-2007.
